Charcoal Lighter Material

VOC emissions and Charcoal Ligher Material Testing

Since the early 1990s, Charcoal Lighter Material (CLM) has been scrutinized for its environmental impact, particularly the smog-forming chemicals composed of volatile organic compounds (VOCs) released during ignition.

Our staff have more than 10 years of experience testing CLM, and since 2022, PFS TECO has been an approved laboratory for the South Coast Air Quality Management District (SCAQMD). Our testing services provide detailed emissions data to help manufacturers, distributors, and product developers understand what their products emit when tested in accordance with Rule 1174.

Whether you are evaluating a new formulation or preparing for regulatory review, our testing results deliver the insights needed to make informed decisions and support regulatory certification.

Why Charcoal Lighter Material Compliance Matters

CLM emissions enforcement is primarily focused on California. However, it is also a federal requirement included in the U.S. EPA Code of Federal Regulations (CFR). The testing protocol outlined in SCAQMD Rule 1174 establishes defined methodologies for quantifying VOC emissions generated during charcoal ignition. In many cases, large retailers may also require products to be certified.

For manufacturers and product developers, this creates a need for defensible emissions data early in the product lifecycle. Without this insight, it can be difficult to determine whether a product meets applicable emissions limits before entering the market.

Charcoal Lighter Material Testing Overview

PFS TECO provides emissions testing services for CLM, with a focus on VOC emissions. Testing is conducted under the controlled conditions specified in SCAQMD Rule 1174, allowing for consistent and repeatable data collection to support product evaluation.

Manufacturers are encouraged to engage PFS TECO during product development, ahead of certification efforts, to determine whether formulation changes are needed before proceeding with full certification testing.

Key Capabilities Include:

  • Screening / assessment testing
  • Real time VOC instrumentation (10 second intervals)
  • Environmental Chamber
  • Assistance with application process and regulatory compliance
  • Product marking and instruction guidance

Products We Test:

  • Solid
  • Liquid (Petroleum or bio based)
  • Instant light (charcoal and CLM combined)
  • Gel
  • Instant or Light Bagged Charcoal
  • Parrafin Cubes

How Charcoal Lighter Material Testing Reduce Risk and Support Compliance

PFS TECO's charcoal lighter material testing services provide the emissions data needed to support informed product development and compliance decisions. Clear, defensible data also strengthens engagement with regulatory bodies and internal stakeholders, enabling greater confidence throughout the product lifecycle.
